Epilobium ciliatum Raf. ssp. ciliatum
From Larkspur Books
A subalpine epilobium with clusters of tiny (<1/4”), bell shaped flowers that bloom in mid-August. Its four petals are deeply notched. Look for it along mountain streams at higher elevations (8-9000’). Its stems and foliage feel sticky (in botanical Latin, "gland" implies a secreting cell or group of cells. Its secretions are usually sticky; thus glandulosum in a plant’s name has come to mean “sticky”. Note the long flower “stems”, actually a part of the flower.
The above comes from a source talking about the plant in Idaho.
